Created in 2005, the Chicago Metropolitan Agency for Planning (CMAP) is the official regional planning organization for the northeastern Illinois counties of Cook, DuPage, Kane, Kendall, Lake, McHenry, and Will. CMAP developed and now guides implementation of the GO TO 2040 comprehensive regional plan. To address anticipated population growth of more than 2 million new residents, GO TO 2040 establishes coordinated strategies that help the region's 284 communities address transportation, housing, economic development, open space, the environment, and other quality-of-life issues.

With assistance from CMAP's Local Technical Assistance program (LTA), the Village of Winthrop Harbor has created a new Comprehensive Plan to address issues related to housing, parks and open space, transportation, and community image and identity. The comprehensive plan being replaced was last updated in 1995.

The Comprehensive Plan was adopted by the Village Board of Trustees on October 18, 2016.
